You are invited to share your views on exciting new plans by Redrow Homes to deliver a residential extension to the Kings Moat development on the south-western edge of Chester.  Redrow Homes is proposing to build on its success in the local area by delivering up to 160 high quality new homes on land bound by Lache Lane and the Wrexham Road Park and Ride to help meet the district’s housing needs.  The scheme will include new areas of public open space and landscaping, play facilities and drainage features that will form part of an integrated green and blue infrastructure network.

 

Redrow Homes is intending to submit an application for outline planning permission to the Council in the coming months.

 

The website provides you with the opportunity to view the emerging proposals for the site and provide your feedback.  Once the consultation has ended, an application will be prepared which seeks to incorporate consultation comments and suggestions, where possible, and submitted to Cheshire West and Chester Council.  The Council will formally consult the public once the application has been submitted.  This will provide you with a further opportunity to share your comments.

All comments should be provided no later than 23rd March 2026.  This will enable the feedback to be reviewed ahead of the submission of an application in Spring 2026.

The Site

The Site

The site is located on the south-western edge of Chester, approximately 2 miles from Chester city centre.  The site is immediately south of the Kings Moat Development, a strategic allocation for around 1,300 new homes in the Council’s adopted development plan.  

 

The site is located between Lache Lane to the west and Wrexham Road Park and Ride to the east that connects ono the A483 linking Chester with the North Wales Expressway.

The site comprises a grassland field, with hedgerows and a small number of trees located along the site’s boundaries.

The site is sustainably located within walking distance of local shops, service and public transport links.

The residential area of Lache offers a community centre and various other facilities approximately 1.2km away from the site.

The Westminster Park local centre is located approximately 1.5km away, which also include a supermarket and a primary school.

Planning Context

Planning Context

The Council’s adopted development plan comprises the Local Plan (Part One) Strategic Policies (adopted in January 2015) and the Local Plan (Part Two) Land Allocations and Detailed Policies (adopted July 2019). The site is located within the Green Belt, but immediately adjacent to the existing settlement boundary of Chester and the Wrexham Road strategic allocation.

 

The Government introduced a new term ‘grey belt’ within the amended National Planning Policy Framework (published December 2024).  It introduced a new policy outlining where housing in the Green Belt should no longer be considered inappropriate.  The development must utilise grey belt land; be sustainably located; and, deliver the required level of affordable housing, new and improved public open space, and necessary infrastructure improvements.  There must also be a demonstrable unmet need for housing, which is evident by the Council’s current poor housing land supply position.  The site is considered to meet the grey belt definition and the development is considered to accord with this national planning policy.

Proposed Development

The application is expected to seek outline planning permission for up to 160 homes on the site.  Vehicular access is proposed to be taken through the existing Kings Moat development along the site’s northern boundary.

 

The application will be accompanied by a parameters plan that defines the areas of the site where development can come forward, the broad areas of landscaping and where access will be taken. Details of appearance, landscaping, layout and scale will be submitted as part of a future reserved matters application.

Boosting the supply of much-needed new homes on the edge of Chester, to build on the success of the Kings Moat development and help reverse years of poor housing delivery across the district.

Advancing the local economy through the generation of new jobs for local workers.  This includes the creation of 129 temporary construction jobs and 148 ‘spin-off’ jobs in the supply chain.

Building a strong, responsive and competitive local economy, by increasing residential expenditure in local shops and services by around £2.19m annually.

Revenue benefits for the Local Authority, including £339,200 annually in New Homes Bonus payments (over a 6-year period) and £335,150 annually in council tax revenues.
